There are other issues too. A rearerfl by a future Palestinian state to the ICC would cover its whole territory, not just alleged crimes by Israelis on that territory. Assuming the territory could be defined, the rearerfl by the future state would also allow any alleged international crimes committed by the Palestinian Authority leadership and Hamas leadership to be prosecuted. Eg. the war crime of using civilians as human shields.
